ILSR reports are based on Federal Communications Commission Form 477 data. Internet service providers must identify which census blocks they offer residential or commercial Internet service and the maximum speeds available in each block.

The report notes that Form 477 data “overestimates an ISP’s actual bandwidth availability and service area” because it counts the entire registration block as a service, even if the ISP provides the service. Comcast has 25.5 million households, or 64.8 million people, for broadband subscribers, which is equivalent to the average U.S. household size of 2.54 people.
