Who Benefits From Student Debt Cancellation?

Of the 43 million federal student borrowers who have accumulated more than $500 billion in debt, most will have to fill out an application to see if they qualify for forgiveness. Only about 8 million of those borrowers will automatically have their debt erased, according to the White House, because the Department of Education already has information about their income.

In late September, the Biden administration quietly excluded some borrowers from Perkins loans and Federal Family Education Loans (FFEL). Both groups previously met the conditions for termination of loans. While a total of about 4 million Americans have these loans, an administration official told ABC News that the change will only affect about 770,000 people.

The following are key dates borrowers should know when applying for their loans under Biden’s executive order.

At a Sept. 26 briefing, White House press secretary Karine Jean-Pierre said there would be further updates on the application process “very soon.” The administration initially announced that a “simple process” would open in early October. Later, officials told reporters that the app would be available by the end of the month, but reiterated that it would be “light” and “simple”.

It is unclear how many of the 43 million borrowers will apply. Estimating the cost, the White House said it could be as few as 75% of those eligible or as low as 50%.

“It’s all going to depend on how well we get the word out about this opportunity and get people to actually put their hands up to get in line to pay off their debt,” Pierce said.

DOE officials are recommending that borrowers apply for student loan forgiveness by Nov. 15 to receive emergency relief before the pandemic payment break expires on Dec. 31 and interest starts running again.

However, some advocates like Pierce worry that may not be possible given the federal government’s track record in dealing with the debt.

The DOE has not released details of the plan for borrowers whose applications are still being processed at the time the payment break ends after December.

Biden announced plans last week to forgive up to $20,000 in federal student loan debt for Pell Grant recipients and up to $10,000 for others who qualify.

The news will provide relief for borrowers at a time when the cost of higher education has risen.

But critics question the fairness of the plan and warn of a potential impact on inflation if students who have their loans forgiven face higher costs.

Under Biden’s plan, 43 million people would have their loan payments reduced, while 20 million would have their debt completely forgiven.

People whose payments are reduced or eliminated should have more money to spend elsewhere — perhaps buying a car, making a down payment on a house, or even putting money aside for their children’s school savings. Debt forgiveness thus has the potential to raise the standard of living for tens of millions of people.

However, critics say the extra purchasing power will simply add more fuel to the inflationary fire in an economy where businesses are already struggling to keep up with consumer demand.

Inflation remains near 40-year highs and the Federal Reserve is moving aggressively to raise interest rates in hopes of bringing prices back under control.

The debt relief is not like the $1,200 relief checks the government issued last year, which some experts say added to inflationary pressures. Borrowers don’t want $20,000 suddenly deposited into their bank accounts. Instead, they will be free of loan payments for many years.

What Student Loan Forgiveness Means For You

Loan forgiveness would effectively transfer hundreds of billions of dollars in debt from individuals and families to the federal government and ultimately to taxpayers.

Some believe the transfer effectively penalizes people who have saved and saved to pay for college, as well as the majority of Americans who do not attend college.

Maybe they don’t mind subsidizing a newly minted social worker making $25,000 a year. But they could start by insuring debt for a business school graduate who will go to Wall Street and make six figures.

The White House estimates that 90% of the debt relief will go to people making less than $75,000 a year. Lower-income borrowers who qualified for Pell Grants in college are eligible for twice as much debt forgiveness as other borrowers.

But individuals earning up to $125,000 and couples earning up to $250,000 are eligible for debt forgiveness. Subsidizing college for higher income borrowers could affect people badly.
