Buyers who qualify for conventional home loans from qualified private lenders, primarily through the paired CalPlus and MyHome programs, can get smaller loans from the state agency. They are eligible to cover closing costs and 3.5 percent of the home price as a down payment.

It’s available to customers in both incorporated and unincorporated counties with one big exception: the entire city of Los Angeles. This will surely put off many potential buyers, but there are many beautiful areas to explore outside the city limits.

The program also provides financial assistance for the down payment and closing costs, but the money comes from the federal government’s grant fund. This means there is a limit to how many people can participate in the program. The county will only accept 20 applications between now and March 2020.

Participants who must earn less than $66,800 per year (for a two-person household) can receive up to $75,000 in loans through the program. Loans do not accrue interest and are not required to be repaid until the buyer sells the home or pays off the mortgage.

The city of Los Angeles has two very similar programs for first-time buyers. One is for buyers with incomes below $66,800 per year (for a two-person household). The second is for average buyers with incomes between $62,001 and $130,800 (also for a two-person household).

The low-income program offers loans of up to $90,000 that can be used to cover down payments and closing costs. Low-income loans can only be used to purchase up to $745,750 for single-family homes and up to $513,000 for condominiums.

In the Moderate Income Program, buyers can borrow up to $35,000 or $60,000, depending on how much they earn. There is no maximum purchase price for the Moderate Income Program.

Buyers don’t have to pay back the loans until they sell the home or pay off the mortgage, at which point the city charges a percentage of the home’s appraised value, which varies based on the amount of the loan (if the loan is 10 percent of the purchase price, you must pay back 10 percent of the home’s appraised value).
