The bond market ended another swing week, trading up +6 basis points for the week. Mortgage rates have generally stayed the same and I expect more this week. While America has a shortened work week, Europe and Asia are business as usual. There are no major reports or events on the horizon this week that will move rates significantly higher or lower.

HARP 2.0 is only two weeks away. The new guidelines were published this week and below are the KEY changes.

Mortgage Rates Jump Above 6% For First Time Since 2008

NOTE:  A HARP loan is a product that allows homeowners secured by a Fannie Mae or Freddie Mac loan to refinance their loan up to 125% of the uninsured amount if they do not currently have mortgage insurance. The original loan must be made to Fannie Mae or Freddie Mac by May 2009. Below are the changes that will make the benefits of this product available to more homeowners.

2.)  The biggest change is the removal of the 125% barrier for permanent loans. There are unlimited LTV and ARM loans for principal loans and a maximum LTV of 105% for 30-year loans.

3.) Another important thing is that it eliminates the need for an assessment or automated assessment model to complete the loan.

4.)  Allow 1 30 day delay in the last 12 months, if not within the last 6 months.

5.)  You must have a job at the time of the original loan. It has now been cancelled. For example, you cannot complete a HARP loan on a primary primary residence that is currently rented. Now you can.
