First-time homebuyers and ADU builders will have another chance to get state subsidies, thanks to a deal struck by lawmakers and Gov. Gavin Newsom to restore funding for the delayed program.

The agency said it will provide an update on the Dream Loan Program for All Together this fall, which will include an application timeline. This will be done through email updates and newsletters that you can subscribe to.

California’s All Together Dream Appreciation Loan Program, launched in late March, offers qualified loans for first-time home buyers of up to 20% of the purchase price of a home or condo. This loan is very attractive because it is interest-free and does not require monthly repayments.

While this may sound too good to be true, it most certainly is – but that’s because the program reached its limit (and the number of people it helped, an estimated 2,300) after just two weeks of implementation. has disappeared and is practically closed.

This program should not run out of money so quickly. State lawmakers originally set aside $500 million for the loans as part of the 2022-2023 budget, but funding shortfalls led Newsom to propose a 40 percent cut, reducing the program’s allocation to $300 million.

California has suspended its down payment assistance program for first-time homebuyers after handing out the full $300 million in a few weeks. It is unclear when the new loans will be available.

As part of the budget deal Newsom and state lawmakers agreed to this week, the program will restore $200 million in funding. But there’s no date yet for when the program will resume, said Chris Sauer, CalHFA’s information officer.

“We are working with our state government partners, as well as our stakeholders, to explore ways to update program guidelines and delivery systems to respond to current market conditions,” Sauer said. “Depending on potential guidance or system delivery updates, the program will provide new loan rounds.”

Initially, these loans were only available to households with incomes below CalHFA’s income limits, which are $180,000 in Los Angeles County and $235,000 in Orange County.

The loan, which can be used for down payment and closing costs, is structured like a second mortgage, meaning it is not paid off each month. They also do not earn interest like regular loans. Conversely, when the mortgage is refinanced or the home is resold, the borrower pays the original loan amount plus 20% of the increase in home value.

If the house ends up selling for the same or lower purchase price, the buyer does not have to pay an additional 20%.

With this type of loan, the effective interest rate is equal to the average annual increase in the value of the house. The number is about 5% long-term in California, but the increase varies from year to year, according to CalHFA.

There is a limit to the amount of gratitude. No matter how much the house price rises, the borrower must pay no more than 2.5 times the original loan amount.

To get a loan, borrowers must complete a homebuyer education and counseling course (the CalHFA site has options for online and in-person classes) and a free online course specific to Mutual Appreciation Loans.
